Since a draw bridge is meant to be movable, there must be someone, a bridge tender, to monitor the river traffic to know when to move the bridge. This tender would then also need to have the controls at hand to make the bridge to be able to go up and down as needed. In some cases, the tender will even live at the house, making at an actual house.
