Babes-Bolyai University is an academic educational public institution aiming to promote and sustain the development of specific cultural components within the local, regional, national and international community. The universities appeared in Europe in the 11th century, their birth bringing along varied expectations: the facilitation of life through knowledge, for many people; the securing of influence for the cultural elites; the consolidation of domination for those in power; the increase of the living standards for those living in university cities. Frederic Barbarossa made it clear in Authentica Habita (1155) the conviction that though science, the world becomes enlightened, and the lives of the subjects are gathered through submission to God and His servant, the Emperor.
