Wind turbine companies and other power providers will not face a penalty if they kill or injure eagles, nearly four times the current limit. The wind towers have spinning rotors as wide as a passenger jetââ¬â¢s wingspan, and blades reach speeds of up to 170 mph at the tips, creating a tornado-like vortexes. Fish and Wildlife Service in USA is trying to balance energy development with eagle conservation. Similar challenges were faced in Germany.
