Description
San Carlos Barracks, Caracas-Venezuela. ÃÂ It was ordered to build by 1787 by the then governor of the Province of Venezuela Don Luis Unzagay Amenzaga to avoid possible English invasions. It is here where the tricolor flag designed by Francisco de Miranda was first hoisted to celebrate the publication of the signing of the Act of Independence in 1811. It also functioned as a military and political prison until 1994. Two major leaks occurred in the 1960s and 1970s.
